I think this would fit the ATF definition as "other" catagorgy. Or somethinging like that. The primary point being that that you can use the weapon without removing it from its holster/sheath/scabberd.It is the same reason you are not supposed to use a wallet holster.
Explosives also fall under the category of Destructive Device.
