So they delay pensio s but not welfare? I would guess they know a welfare payment coming out late would cause mass riots and looting while seniors are not as violentence prone.
You want to solve the problem for a long time. Give out one way bus tickets to washington dc along with an IOU for the welfare payments. A lot of the chicago welfare types have no idea that the IOU was from the state and they'd on mass show up in DC to protest. Once in DC list them as moved, cyt off welfare and cook some popcorn.
