OCM- The easy thing to say is "Compared to the foreign policy powerhouse we have now?", but that is just the easy way to go.
Predicting a presidential candidate's strength in dealing with foreign policy(where the office is strong as opposed to domestic policy) is trickier than 6am quiz interviews. Obama as a "citizen of the world" who had lived in other countries and was ivy league educated has screwed the pouch on so many diplomatic things even the media is having difficulty finding enough rug to sweep everything under.
Harry Truman, who was decried as a "shoe salesman" from Missouri who was mainly added to the Roosevelt ticket due to scandal from his previous VP, ended up implementing some pretty successful foreign policy in the post war years(with missteps that every administration has).
